Clayton, N.C. — A state trooper was reunited on Thursday for the first time with a baby girl whom he helped deliver along a Johnston County highway.



Trooper J.L. Thorpe was conducting a routine traffic stop at N.C. Highway 42 and N.C. Highway 50 on Saturday, June 28, when a couple driving by waved him over.



Beverly Simmons and her husband, David, had left for the hospital when her water broke 10 minutes earlier. But Beverly Simmons said she knew the baby was on its way.



"Luckily, we got at the top of the hill, and the most beautiful blue light you've ever seen in your entire life was sitting there," David Simmons said.



Thorpe came over and found himself in a surprising situation.



"You told me you were having a baby, and I thought, 'You've got to be kidding,'" he said



"I didn't know what to do other than tell her to breathe. And I must have told her to breath a hundred times," the trooper continued.



Within three minutes, Thorpe, despite his surprise, was holding a baby girl – Ailey Simmons.



"I wasn't expecting the baby to come out that quick," Thorpe said. "And when she did, it was basically catching her in my hands. She came right into my hands."



Both mother and father expressed gratitude that Thorpe was there to bring their new daughter into the world.



"He's very calm, and he helped me stay calm," Beverly Simmons said.



"If he hadn't have been there, I probably would have to be on the side of the road by myself and would have had to try to go through all of that with just the two of us," David Simmons said. "And I can't imagine how scary that would have been."



Ailey came two weeks early, but she and her mother recovered at WakeMed and have returned home.



In a meeting arranged by WRAL News, Thorpe reunited with Ailey and her parents, Beverly and David, at their home on Thursday.



Thorpe shook Ailey's hand with his pinky finger and called her "cute" and "beautiful" while she gurgled.



"It's exciting," Thorpe said. "I almost feel like part of the family in a ways. You know, I was part of the delivery."



Thorpe said he has dealt with four medical emergencies since he joined the Highway Patrol in June 2007.



Doctors credited Thorpe with saving a woman's life in January when he performed CPR her after a crash on U.S. Highway 70 in Clayton. The woman had suffered a heart attack.

We bring you North Carolina Trooper Jack Thorpe, roving hero of the highway. Our tale begins when a 14-year-old girl texted her mother, saying she and her brother were being abused by their stepmother...



The girl was with her father, stepmother and two siblings as they were driving back to Maryland from a vacation. The girl said the stepmom had tried to break her leg and punched her little brother in the face. She also said her dad had grabbed her hair.



So the mom, who was in Baltimore when she received the texts, called the North Carolina highway patrol. The girl relayed mile marker info as the family drove along I-40. Enter Trooper Jack Thorpe, who pulled the car over.



The girl had a leg injury, and her 8-year-old brother had a black eye. And the stepmom, being a dope, admitted that she punched the boy in the face because he was being disrespectful. Thorpe didn't believe he could charge the parents, because he didn't know exactly where the abuse had occurred, leaving him open to jurisdiction problems. We'd have preferred they lit them up anyway, but the call was the call.



And that's when it got weirder. A Johnson County social worker refused to accept temporary custody of the kids, claiming they were Maryland's problem. But Trooper Jack wasn't about to let bureaucracy get in the way of the kids' safety.



He got on the horn with the kids' mother in Baltimore, who granted him temporary custody. Then he brought them to his house to play with his children and eat supper until mom could make the 12-hour drive to pick them up.





"It makes me feel like I've made a difference in somebody's life," Thorpe told WTVD-TV

JOHNSTON COUNTY (WTVD) -- North Carolina officials are investigating the actions of social workers in two counties after an exclusive report from ABC11.





As we reported Tuesday, North Carolina Highway Patrol Trooper Jack Thorpe is being is being credited with rescuing three children from an allegedly abusive situation.



According to authorities, a 14-year-old girl texted her mother for help while riding in a vehicle on I-40 earlier this month.



The girl said her stepmother tried to break her leg and had punched her younger brother in the face. She also said her father had pulled her hair.



Authorities used mile marker information relayed from the girl to help Thorpe find the vehicle and stop it in Sampson County.



Once Thorpe rescued the kids, he tried to get social workers with the NC Division of Social Services near his home base in Johnston County to take them in temporarily until their natural mother could drive down from Baltimore to collect them.



He said they would not because the kids were from out of state and were found in another county. So, Thorpe ended up taking the children to his own home - with the permission of the mother - until she was able to complete the 12 hour drive.



"I feel like they failed at this point. In this particular instance they failed and something needs to be done about that," said Thorpe.



The children's mother says Johnston County social workers suggested the kids should stay with their father - who was accused of abusing them - until she arrived.



"Just the fact that they asked me if they could stay with their father was shocking to me," said Rabia Beydoun. "I said 'What do you mean stay with their father? They were just abused by them and you want them to stay with them?' I said 'No. I'm heading there and I'm going to get there as soon as possible.'"



"What if you don't have a Trooper Jack? What happens to those kids? I'm very disappointed," she continued.



Thorpe says the system needs to change.



"It needs to be known and those children need to be protected," he offered.



Social workers in both Johnston and Sampson counties told ABC11 Wednesday that they did agree to take the kids, but Trooper Thorpe moved faster than they could.



Both the state and local DSS officials say they're reviewing what happened.



Neither the children's father or stepmother were charged with abuse because officials couldn't determine exactly where the alleged took place, and therefore couldn't determine who had jurisdiction.

its really sad when you have to get cruel to shut a person up.Especially when they start in a public venue and just go on and on simply because you talk about something that they assume is something you believe.I guess they really do not know me well enough to know that I dont talk about my beliefs in the forum.

I really hate having to do that...put the ugly truth iin front of their face.
